Cyclists vs Police

Larimer county police announced today that they are going to start ticketing cyclists riding 2 abreast. It doesnt say if it matters if both cyclists are well within the bike lane (they can be quite wide in these parts). It would seem the matter is stemming from packs of riders taking over the road in areas. While I can see that being an issue, cyclists who stay within the confines of bike lanes should not have to comply. The article seems to imply that its any instance of 2 riders together.
There is also a blog entry of someone harrassed by police who was up here riding from Boulder- its making the rounds in cycling news circles

here is the law:
Colorado Statutes : 42-4-1412
(6)(a) Persons operating bicycles on roadways shall ride single file; except that riding no more than two abreast is permitted in the following circumstances:
(i)When riding two abreast will not impede the normal and reasonable movement of traffic; or
(ii)When riding on paths or parts of roadways set aside for the exclusive use of bicycles.
(b) Persons riding two abreast shall ride within a single lane.
